An-Nazi'at 79:5

And those who regulate events.

And those who regulate events.

And those who carry out a command carefully.

And those who carefully carry out Allah's commands.

Then those who govern all affairs.

And those regulating events.

And those regulating events.

And those who arrange [each] matter,1837

And by those angels who arrange to do the Commands of their Lord, (so verily, you disbelievers will be called to account).

and those who carry out the command [of Allah],

Then arrange to do (the Commands of their Lord),

And those who govern the event,

and by those who regulate events.

and then manage the affairs of the Universe (according to their Lord's commands).

by those who direct the affairs [of creatures]:
